As of today (January 10, 2019), the partial government shutdown enters its 20th day, make it the second longest government shutdown in the history. During the government shut down, USCIS fee-funded activities will remain open, except for some programs. The EB-5 Immigrant Investor Regional Center Program expired at the end of the day on Dec. 21, 2018, due to a lapse in congressional authorization to continue the program. All regional center applications and individual petitions are affected. Original EB-5 program, which is also called Direct EB-5 program, will not be affected.

截至今天为止（1/10/2019），美国政府部分关停已经进入第二十天，已创下美国史上第二长的政府关门时间。在政府停摆的这段时间，移民局大部分收取费用的申请正常运作，其中有一小部分除外。因为美国国会未能为EB-5区域中心法案再次延期，EB-5区域中心法案已经在12/21/2018暂时停止。所有区域中心和个人的申请都会受到影响，而传统的直投EB-5将不会受到影响。

Are U.S. consulates still issuing visas?

美国领事馆将会继续发放签证吗？

U.S. consulates should continue to process visa applications as long as filing fees remain available to fund consular operations. Visa issuance should not be affected in the short term. As EB-5 Regional Center Pilot Program is currently expired, the visas for this category will not be available. However, the visas for Direct EB-5 applications should remain available. Dates of Filing Chart ( Chart B) was utilized for January 2019 visa bulletin, however, if Final Action Dates Chart (Chart A) is used for February 2019 as indicated by USCIS, all Regional Center EB-5 visas are unavailable while Direct EB-5 visas are still available.

只要申请人所缴纳的申请费用仍然能够维持美国领事馆的运作，签证申请的处理不会受到影响，签证暂停发放的这种情况在短时间内可能不会出现。但是因为目前EB-5区域中心计划暂时搁置，用于这个类别的签证名额也将暂时停止发配。而EB-5直投申请的签证发配不会受影响，应该是保持正常运作。表B仍然适用于2019年1月的签证排期表。但是如果2019年2月的签证排期如移民局网站显示，暂停表B而沿用表A的话，那就是在所有EB-5区域中心的签证暂停发配下，EB-5直投的签证仍然在正常发配。
